The stiff spring rates is what keeps the car's weight planted more evenly (less body roll) in a high speed corner... so for road racing you want very stiff springs (but very harsh for street). The shocks control the response of the springs to changing surfaces, otherwise the spring would want to oscillate.

The standard Topline coilover spring rates are designed for street/track use, like the Tein Type-HA/Flex. The higher spring rates like 12k/10k are used in track use coilovers, which are very harsh on the street... if you get a chance ride in a Tein RA or JIC FLT-A2 equipped Z over rough road surfaces :) If you want the Topline coilovers can be ordered with custom rates (with appropriate re-valving of the shocks) at additional cost, also you can buy appropriate size Eibach springs instead of using their standard springs. For example, Midori packages the Topline aragosta coilovers with Eibach race springs. I can get the Eibach springs relatively cheaply here in the USA...

The high prices is due to the Aragosta shocks, which are top-quality racing shocks used by real race teams... Tein, JIC, etc are really not world-class in that sense, you won't see their coilovers in F1, WRC, etc :)
